To first make use of the inbuilt offline capability of MWO you need to connect the App to your IFS Cloud instance - hence why the app requires you to enter the URL.Once you have activated the app and downloaded your work orders you will be able to process them offline.You can read about the synchronization processes involved here: Mobile App Framework Synchronization Guide - Technical Documentation For IFS CloudCheersJames
What is the 3rd party app? If you are sending the tasks to IFS Mobile App I am confused why you would want to change status from a 3rd party app.As Rukmal says, this restriction in changing status when the task is transferred to IFS Mobile App is by design - as the app is offline capable we do not want other users changing status as this would introduce failed transactions.CheersJames

Can you confirm which App you are trying to get running?The MWO Service 10 App has no deployment in the Touch Apps Server.
I am not talking about a specific Permission Sets. I am asking if you have granted the “TouchApps ServiceEngApp 1” Activites (shown below) to a permission set that you have granted to your user:

This will not work on the New Service Request screen. This is an offline screen, the app will not fetch the custom reference field when entering new dataCheersJames

Yes this is doable but the issue is that at present you cannot add custom logic. So its just a basic page with basic data entry.If this is needed the best route is via a Customization at present until custom logic is added into the configuration capabilities in a future releaseCheersJames
