Need better documentation between trouble and emergency work

From the implementation guide: Dispatchers can visually see and hear the difference between urgent and emergency trouble orders. Dispatchers can distinguish between urgent and emergency trouble alerts via two new sounds that are available in Alert Settings.

However only trouble is surfaced in alert settings?

Emergency flag is still in the DB, Order filters only surface Trouble...

Unclear which one does what and why there are two, need better exposure and clarity as well as configuration options around both.
