Unavailable Times - add Monthly on Specific Days

We are likely to use the Unavailable Times in the Administration panel for Safety Meetings, which happen once per month. They don't always recur on the same number (i.e. not always the 28th), but are more likely to be on the last Thursday of the month, for example. The feature you have for Weekly on Specific Days is great, and we'd like to see something similar for Monthly.
